Virtually on the eve of the signature drive, however, several lower courts declared that fraud had compromised the first-round petition effort. Responding quickly to these rulings, the election commission indefinitely suspended the second round of signature collection.
On Monday afternoon, Mr. Bolsonaro also called the defense minister to the presidential offices, according to a military spokesman. The defense minister had questioned the security of Brazil’s election system this year, but after election officials made changes to some tests of the voting machines, military leaders suggested that they were comfortable with the system’s security.
In Rio do Janeiro, about 20 protesters parked their cars and motorcycles at the entrance to a key bridge linking the city to a neighboring area across a bay. Waving large Brazilian flags, they shouted for an investigation into the results and stopped traffic for more than an hour before moving on.
During the Venezuelan presidential crisis, Venezuelan National Assembly president Juan Guaidó said that the Maduro government had plans to steal for humanitarian purposes the products that entered the country, including plans to distribute these products through the government's food-distribution program CLAP.[264]
